Insurance after Helene and Milton
The September and October 2024 storms put water into neighborhoods that had not flooded in living memory — Shore Acres and Snell Isle in St. Petersburg, Gulfport, the Pinellas barrier islands, Davis Islands and parts of South Tampa. For a DSCR file that has two consequences. First, the flood map and the flood history are now the first question on any property within a mile of the bay or the Gulf, and the flood premium goes into the payment the rent has to cover. Second, a house that was substantially damaged and repaired may carry a county "substantial improvement" record and, if it was below base flood elevation, a requirement to elevate on the next major work — an appraisal item and sometimes a lender condition. Build-to-rent and the rent schedule with no history
Wesley Chapel, Land O' Lakes, Riverview, Ruskin, Wimauma and Zephyrhills are full of communities built in the last five years, some of them entirely for rent. A new house in a new subdivision has no lease and few comparable rentals, so the appraiser's Form 1007 reaches for comparables in neighboring communities and adjusts. That schedule is the income; a builder's "projected rent" sheet is not. The upside is the insurance: a new roof, new electrical, impact glass and a lot outside the flood zone produce the lowest premiums in the region and the cleanest ratios.
St. Petersburg, the older stock and the roof
The bungalows and small multifamily of Kenwood, Old Northeast, Crescent Lake and the Grand Central district are strong rentals with one recurring file issue: roof age. Florida insurers price roofs over fifteen years aggressively and many decline over twenty, which can push an older St. Pete rental to Citizens. A four-point and wind-mitigation inspection before the appraisal tells you whether the policy will cost what the ratio can bear. Two-to-four-unit buildings here are appraised on a Form 1025 unit-by-unit schedule.
Short-term rentals around the bay
Pinellas beach communities — Clearwater Beach, Treasure Island, Madeira Beach, St. Pete Beach — have a long vacation-rental tradition, and several of their ordinances predate 2011 and restrict minimum stays in residential zones; others permit them with registration. The City of Tampa and Hillsborough County allow vacation rentals with the state DBPR license and local registration. Some DSCR programs count documented booking income from a licensed rental; others use market rent only. Confirm the city's rule and the program's rule before the booking number goes into anyone's spreadsheet.
